Route 28 is the final western postgame road, carrying you from the Kanto side into Silver Cave country.
Travel the route
This route links Route 27 and Silver Cave Outside through a late-game stretch that feels intentionally remote. It is quieter than most roads because the destination is doing the heavy lifting.
What matters here
What matters here is the sense of finality. The route exists to frame Silver Cave, the Steel Wing side reward, and the walk toward the strongest optional battle in the game.
