Route 21 Guide
Route 21 is the western surf road between Pallet and Cinnabar, turning the south edge of Kanto into a long coastal link.
Travel the route
This route links Pallet Town and Cinnabar Island by water. It is quieter than the Fuchsia side, but it matters because it gives Pallet a real late-game role again.
What matters here
What matters here is access. Route 21 makes Pallet useful, keeps the south-western sea relevant, and gives you a cleaner coastal loop than trekking back through the inland cities every time.

Come back when you want the Pallet-to-Cinnabar water line or a different southern Kanto route than the Fuchsia coast gives you.
