Go here when Cerulean's side of Kanto starts hinting that something is wrong with the region's power. The location matters because it sends you out searching rather than just standing still for dialogue.
Best time to visit
This is the key stop in the Machine Part chain that touches Cerulean, the train, and the radio-card side of Kanto progression. It is one of the better examples of postgame Kanto using a proper regional side quest.
Why it stays useful
Return if you are replaying the quest line or want the eastern Kanto story beat that makes the region feel more connected than a simple badge cleanup.
